This Chapter shall take effect on the date of publication in accordance with the Moorhead City Charter. Provided that any person or entity conducting a business as of the effective date of this Chapter requiring a license pursuant to this Chapter shall have thirty (30) days from the effective date of the Chapter to become licensed.
