A. License to Applicant and Premises Only: Each license shall be issued to the applicant only and shall be issued for the premises described in the license application.
B. Transfer of License: No license may be transferred to another person or to another place without the approval of the Council.
C. Security Plan: No license shall be issued to the applicant until the applicant files with the Police Department and has approved by the Police Chief a security plan for the licensed premises outlining security arrangements for inside the premises, at the door and/or entrance to the premises, and in the immediate area adjacent to the premises utilized by patrons for accessing the premises and parking.
