It shall be the responsibility of the person to whom a nonalcoholic club license is issued to obtain, maintain and file with the city clerk a certificate of general liability insurance having an annual, aggregate policy limit for insurance of not less than six hundred thousand dollars ($600,000.00) per policy year. The insurance requirements under this section shall not apply to colleges, universities, or other postsecondary institutions of higher education engaged in the not for profit operation of a nonalcoholic club.
