2-3-12: RESTRICTED SALES:
   A.   Source Of Purchase For Consumption On Premises: No person shall possess nor consume intoxicating liquor or 3.2 percent malt liquor on the premises of a licensed on-sale liquor or on-sale 3.2 percent malt liquor establishment unless the intoxicating liquor or 3.2 percent malt liquor has been purchased for consumption on said premises from the premises licensee, unless the premises is licensed for a consumption and display license 1 .
   B.   Sale Of Beer In Kegs:
      1.   Registration And Marking Required: Any off-sale intoxicating liquor licensee who sells beer in a container with a liquid capacity greater than six (6) gallons must place a distinctive symbol, notation or mark unique to the licensee on the container and must also mark the container with a registration number, letter, or combination of both, unique to that container. The paint or ink used to mark the containers or other manner of marking the containers shall be approved by the police department.
      2.   Identification Required: Whenever a licensee sells beer in a container with a liquid capacity greater than six (6) gallons, the licensee shall record the date of sale and the name, address and driver's license number or record or other official state or military identification card of the person to whom the beer is sold, together with requiring the purchaser's signature and recording the registration number, letters, or combination of both, inscribed on the container by the licensee. Such records must be retained for a period of no less than six (6) months from the date of sale and must be kept on the licensed premises where the sales are made.
      3.   Registration And Inspection: Each licensee shall register its unique identification symbol, notation or mark with the police department and must permit any authorized city personnel to inspect the licensee's records required to be kept pursuant to this subsection during times the licensee is normally open for business or at such other times as licensee may request.
      4.   Exemption: This subsection B does not apply to the sale of beer in a container by an on-sale 3.2 percent malt liquor or an on-sale intoxicating liquor licensee if the contents of the container are consumed on the licensed premises where the sales occur.
   C.   Sunday Sales Of 3.2 Percent Malt Liquor: No Sunday on-sales of 3.2 percent malt liquor shall be permitted within the city, except that restaurants holding on-sale 3.2 percent malt liquor licenses may sell such beverages on Sundays under the same regulations as provided for the holders of Sunday on-sale intoxicating liquor licenses within the city.
