(A) General. All such construction, cutting of, reconstruction, repairs or alterations of such public ways shall be made and conform with the specifications laid down or approved from time to time by the Town Council.
(B) Specifications.
(1) Public ways; sod and grass.
(a) Six inches of top soil; and
(b) Seed with two and one-half perennial rye grass and one part Kentucky blue grass seed at a rate equivalent to 110 pounds per acre.
(2) Sidewalks.
(a) To be replaced to minimum depth of four inches or to depth of existing walk whichever is greater; and
(b) Three thousand five hundred-pound Portland concrete to be used on all sidewalk reconstruction.
(3) Curbs.
(a) To be replaced with curbs six inches wide and to heights of existing curb with eight inches of curb to extend below surface of the road; and
(b) Three thousand five hundred-pound Portland concrete to be used on all curb reconstruction.
(4) Public streets and alleys. The reconstruction used shall be based upon the surface of the street or alley existing at the time of the reconstruction.
(a) Concrete specifications: Granular fill to be used within 18 inches of the top; fill to grade with #53 crushed stone; eight inches of 5,000-pound Portland concrete.
(b) Asphalt specifications: Granular fill to be used within 18 inches of the top; fill to grade with #53 crushed stone; 12 inches of hot asphalt compacted in three lifts.
(c) Stone specifications: Granular fill to be used within 18 inches of the top; fill to grade with 18 inches of #53 crushed stone.
