§ 33.02 DEPARTMENT OF PARKS AND RECREATION.
   (A)   Department of Parks and Recreation. Under the provisions of I.C. 36-10-3-1 et seq., there is hereby established a Department of Parks and Recreation consisting of a Park and Recreation Board, a Superintendent and other personnel as that Board determines.
   (B)   Board of Parks and Recreation membership. The Board shall be composed of five members with two additional ex-officio members, said members being appointed as follows:
      (1)   Four members to be appointed by the executive of the town, namely the President of the Town Council. These members shall be appointed on the basis of their interest in and knowledge of parks and recreation, but no more than two members may be affiliated with the same political party;
      (2)   The two ex-officio members shall be appointed as follows:
         (a)   A member of the governing body of the town’s consolidated school corporation to be selected by that body for a term of office of one year from the date of appointment; and
         (b)   A member of the governing body of the town’s Library Board District with that member to be selected by the Library Board District for a period of one year with that term expiring one year from date of appointment.
      (3)   One member from the unincorporated area of Brown Township with said member to be appointed by the County Circuit Court Judge based upon the same qualifications and for the same term as other regular members and said member shall have the same powers and duties. In the event there is an additional unincorporated area approved and added to the park district, then the Circuit Court Judge shall make the selection of members so as to maintain the bipartisan character of the Board as far as possible, and as each additional member is appointed, the quorum of the Board shall increase by one.
   (C)   Term of office.
      (1)   Upon the establishment of a Board, the term of the members initially appointed shall be: One member for a term of one year; one member for a term of two years; one member for a term of three years; and one member for a term of four years. As a term expires, each new appointment is for a four-year term. All terms expire on the first Monday in January, but a member continues in office until his or her successor is appointed.
      (2)   The member appointed by the Circuit Court Judge for the unincorporated area of Brown Township shall be appointed for a term of four years, and said term shall expire the first Monday in January after said four-year term; however, this member shall continue in office until his or her successor is appointed.
      (3)   Each of the ex-officio members shall be appointed on an annual basis with his or her term expiring the first Monday in January of each year; however, said member shall continue in office until his or her successor is appointed.
   (D)   Board meetings.
      (1)   The meetings of the Board shall be public. The Board shall fix the time and place of its meetings so that it shall meet at least quarterly.
      (2)   At its first regular meeting each year the Board shall elect a President and a Vice President. The Vice President may act as President during the absence or disability of the President. The Board may select a Secretary either from within or outside its membership.
   (E)   Quorum. A majority of the members constitutes a quorum.
   (F)   Compensation of Board members. Members of the Board shall receive a salary of $20 per meeting, and if the Board determines that it is desirable for members or employees to attend a state, regional or national conference dealing with parks and recreation problems, it may authorize the payment of the actual expenses involved in attending such meetings if the amount has been made available in the Board appropriation.
   (G)   Duties of the Board. The Board shall exercise general supervision of and make rules for the Department.
