The license fees to be charged and collected under this subchapter shall be as follows: For the first vehicle in service by any operator the sum of $15 per year and for each additional vehicle the sum of $10 per year. In the case license is granted to any applicant after January 1 of any year, he or she shall pay as a license fee therefor a sum equal to $1.50 per month for the first vehicle and $1 per month for each additional vehicle, time to be computed to the next ensuing January 1.
