No street vendor under the terms of this subchapter shall operate on or over any street, alley or public highway within the limits of the town after 8:00 p.m. and are to observe and obey all rules of the road as specified in the statues of the state, and music or other methods of attracting attention shall not be used upon said vehicles while in motion.
