This subchapter shall not apply and specifically excepts the following persons, business organizations or corporations:
(A) Solicitors selling for local merchants or local manufacturers which have their primary place of business within the corporate limits within the town;
(B) Civic and charitable organizations actively functioning within the corporate limits of the town;
(C) Students and other school personnel of any public or private school within the corporate limits of the town;
(D) Sales to dealers by commercial business representatives; or
(E) Sales by producers of farm or dairy products.
