§ 92.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   BUSINESS. Any firm, partnership, corporation, association, company or organization of any kind that disposes of any type of waste by burning on its premises or at any other location within its control.
   GARBAGE. Waste resulting from the handling, preparation, cooking and consumption of food, waste from the handling, storage and sale of produce; including all waste, all accumulation of animal, fruit or vegetable matter, meat, fish or fowl.
   LEAVES. One of the lateral expanded appendages of the stem of a plant, commonly flat, thin and green in color and functioning as the principal area of photosynthesis.
   PERSON. Any person who is a private citizen and not a business entity and is acting as a homeowner or renter in and not on behalf of any firm, partnership, corporation, association or business entity of any kind.
   REFUSE. Combustible trash, including but not limited to paper, cartons, boxes, barrels, woods, excelsior, furniture, bedding; non-combustible trash, including but not limited to metals, tin cans, metal furniture, dirt, small quantities of rock and pieces of concrete, glass, crockery, other mineral wastes; street rubbish including but not limited to, street sweepings, dirt, catch-basin dirt, contents of litter receptacles excluding GARBAGE.
   WASTE. Includes GARBAGE, REFUSE, YARD RUBBISH or any other by-product of a business.
   YARD RUBBISH. Includes all trimmings, however excluding all leaves and plants and shrubs, discarded with the intention of removing the same from a yard.
