§ 31.03 CHIEF MARSHAL.
   (A)   There shall henceforth be an officer designated as the Chief Marshal of the town, appointed by the Town Council.
   (B)   The duties of the Chief Marshal shall include, but not be limited by, the following:
      (1)   Execute the orders of the Council members;
      (2)   Enforce the bylaws and ordinances of the town;
      (3)   Enforce all laws, as a peace officer of the town with the powers and liabilities as presently conferred by the laws of the state;
      (4)   Shall report directly to the Town Council and shall be responsible for the manner of performance of any Deputy Marshal;
      (5)   Shall issue all orders as to hours worked, duties and special assignments to the Deputy Marshals;
      (6)   Shall hire Deputy Marshals in a number as permitted by the budget allowances but subject to the following:
         (a)   The Chief Marshal shall not hire any Deputy Marshal until the proposed Deputy Marshal is interviewed and has the approval of a police commissioner; and
         (b)   The Chief Marshal may then hire the Deputy Marshal, but any such hiring is still subject to the final approval of the Town Council.
      (7)   Shall have the privilege to discharge and Deputy Marshal, but any such discharge is subject to the final approval of the Town Council; and
      (8)   All other related duties not inconsistent with state law and the ordinances of the town.
   (C)   The Town Council shall regulate the amount of bond, compensation and limitation of term of service of such Deputy Marshals.
   (D)   The Chief Marshal shall serve at the pleasure of the Town Council.
