(A) The Street Commissioner shall have the authority to establish handicapped parking areas within the town and to mark said handicapped parking spots by sign or other means which openly display that said area is a handicapped parking space.
(B) No person shall park a vehicle in a handicapped parking space which is designated by the Street Commissioner and marked unless the individual is driving a vehicle which does have the designated handicapped license plate displayed on the license plate.
