The following policy shall be adopted for the purpose of establishing a procedure for dealing with wastewater treatment billings.
(A) The Town Council appoints the Clerk-Treasurer to adjust any wastewater treatment billings under the amount of $20 and to make corrections and adjustments deemed necessary in his or her discretion to appropriately administer any billings for the sanitary treatment plant.
(B) The Town Council shall approve the writing off of specific sanitary sewer bills that have been deemed uncollectible by the Town Clerk-Treasurer through the normal billing process after following the statutory lien process if it is applicable. Any sanitary sewer bills written off as bad debts shall be approved by the Town Council with a written reason established for determining why this bill is uncollectible based on sound business reasons.
(C) The Clerk-Treasurer shall be responsible for adjusting errors in the billing, ERROR being defined as the calculation being incorrectly applied to the amount of usage as applied to the existing rate established by the Town Council.
