(A) Before commencement of construction of a private sewage disposal system, the owner or agent of the owner shall first obtain a written permit from the Town Council. The application for such permit shall be made to the Clerk-Treasurer on a form furnished by the town, which the applicant shall supplement by any plans, specifications and other information as is deemed necessary by the Town Council.
(B) A permit and inspection fee in an amount determined by the Council shall be paid to the Clerk-Treasurer at the time the application is filed.
