§ 34.01 USE OF TOWN HALL FOR CIVIC EVENTS.
   (A)   The Moores Hill Senior Nutrition Activity Center may continue to use the hall for its own functions at no cost Monday through Friday of every week from 7:00 a.m. to 3:00 p.m., pursuant to the following policy and rules:
      (1)   Treat other participants, volunteers and staff respectfully and courteously;
      (2)   Have personal cleanliness and proper hygiene;
      (3)   Participants and volunteers will not:
         (a)   Use loud, disruptive, obscene, hateful or abusive language;
         (b)   Make threats or demonstrate threatening behavior, verbally or in writing, or have a physical altercation with other participants, volunteers or staff;
         (c)   Make any racial, religious or sexual comments of any kind;
         (d)   Attend the nutrition activity center while under the adverse influence of alcohol or drugs;
         (e)   Possess a weapon while attending the nutrition activity center;
         (f)   Commit or attempt to commit any activity that would constitute a violation of any federal, state or local criminal statute or ordinance;
         (g)   Town management reserves the right to dismiss anyone from the premises for non- compliance to the policies; and
         (h)   Violation of this section may result in suspension of Town Hall privileges.
   (B)   All other usage of the Town Hall shall be approved by the Clerk-Treasurer pursuant to the following policy and rules.
      (1)   Reservations. Reservations are on a first come, first serve basis. Reservations for such entities must disclose their “group name” or event at the time of reservation. A reservation is defined as confirmed upon receipt pf payment and completion of use agreement.
      (2)   Rental fees. Rental of the hall is established at $55 per day. A deposit in the amount of $50 shall also be charged, covering the first day’s rent and additional costs for damage, clean-up and the like, if necessary. Assuming no damages occur, up to $50 of the deposit may be returned within seven days of the end of the lease date upon proper inspection and approval by a representative designated by the Town Council Rental fees may be waived at the discretion of Council for not for profit groups.
      (3)   Usage hours. The Town Hall may be used by groups other than the seniors from the hours of 8:00 a.m. to midnight on weekends and holidays and from 3:00 p.m. to 10:00 p.m. on weekdays.
      (4)   Refunds. Refunds will be issued upon cancellation.
      (5)   Town Hall rules.
         (a)   No nails, tacks or staples are to be used. Town Hall usage is limited to the kitchen, main hall restrooms only. The town will provide no equipment or tools of any kind.
         (b)   All tables, chairs and decorations are to be returned to their original positions, all trash is to be picked up and thrown away and taken with the group none is to be left at the Town Hall. Large groups are advised to bring additional bags to contain excess trash.
         (c)   All banners and decorations are to be taken down at the end of the reservation.
         (d)   The hall should be left in the same condition as it is found.
         (e)   Absolutely no parking, driving or unloading on the grass.
         (f)   No solicitation is permitted.
         (g)   Town management reserves the right to dismiss anyone from the premises for non- compliance to the policies.
         (h)   The Town Hall is a tobacco, alcohol and drug free environment.
         (i)   Deadly weapons are prohibited.
         (j)   No access to the basement of the Town Hall is permitted at any time.
         (k)   Person signing the rental agreement are absolutely liable for any and all damage and cost of repair of same in the Town Hall and shall sign an undertaking acknowledging this.
      (6)   Violation. Violation of this section may result in suspension of Town Hall privileges, the forfeiture of deposit and the assessment of any damages for repairs.
