The town shall in no way be responsible for placement of any structure within the town limits as to extension or improvement of any streets, sidewalks, driveways or sewer extensions made necessary by such placement facility for installation or assembly at the building site, bearing a seal certifying that it is built in compliance with the Federal Manufactured Housing Construction and Safety Standards Code or Indiana Pub. Law No. 360, Acts of 1971, as promulgated by the Indiana Administrative Building Council. All manufactured homes placed ten years from the current year shall be assessed as real estate and not as personal property.
