The terms RIGHT-OF-WAY or EASEMENT means all of that area presently used, owned or dedicated to or by the town or the state’s Department of Transportation (INDOT) for a street, including sidewalks, curbs, gutters, driveway aprons and all other areas of the right-of-way whether or not physically incorporated in the street.
