Upon making proper application to the Town Clerk-Treasurer, the payment of the license fee, and fulfillment of any other condition which may be prescribed by law and/or ordinance, the Town Clerk-Treasurer shall issue a license therefor; provided, that the Town Clerk-Treasurer shall not issue any license pursuant to this chapter until the Town Board has approved the application therefor.
