3-1-3: BUDGET AND APPROPRIATIONS:
   A.   Statements Of Condition And Needs; Appropriations:
      1.   The Town Board of Trustees shall meet on the first and third Thursdays in June every year and shall make, in writing, a financial statement showing the true fiscal year on June 30 and, prior to September 1, shall make an itemized statement of estimated needs and probable income from all sources including ad valorem taxes for the current fiscal year. Said statements shall be made as provided by the 68 Oklahoma Statutes sections 3002 and 3003, and other applicable provisions of law, and shall be filed as required by said statutes with the Oklahoma State Auditor. Said statements shall be published as required by law. (2011 Code § 12-1; amd. 2017 Code)
      2.   Supplemental appropriations may be made as provided by 68 Oklahoma Statutes section 3021, and other applicable provisions of law.
      3.   The Mooreland Public Works Authority shall comply with and operate in accordance with the terms and provisions of the Municipal Budget Act 1 . (2011 Code § 12-1)
   B.   Transfer Of Appropriation Balances: Unencumbered appropriation balances of items of less immediately urgent need, or any part thereof, may be transferred to other items of appropriation to meet more immediately urgent needs, as provided by Oklahoma Statutes. (2011 Code § 12-2)
