In addition to any other remedy provided herein for the enforcement of collection of any utility rate or charge made under the provisions of this title, all rates provided in this title shall be a lien against the premises to which said utility service may be supplied, and the owners thereof and occupants shall be severally responsible to the Town in an action waged by the Town in any court of competent jurisdiction for the amount of all such rates and charges as may be due and unpaid, together with all penalties provided herein and costs.
