A. It is unlawful for any person, firm or corporation to obstruct or cause to be obstructed any public street, sidewalk, or public alley in the Town in a manner to interfere to any extent in the use thereof by the public, by placing in said street or alley or upon said sidewalk anything of any character by which the use thereof to the full extent and width thereof is obstructed; provided, that it shall be lawful for any such person, firm, or corporation to occupy such portion of any such streets, alleys, or sidewalks as may be necessary for the loading and unloading of any merchandise or farm products or the use thereof for placing material within boundaries to be prescribed by the Mayor during the erection of buildings therein and to no greater extent than shall not prohibit the construction of steps on the sidewalk leading to the first floor of buildings. B. It is unlawful for any person to use or obstruct the sidewalks of the Town in any manner so as to interfere unduly with pedestrian traffic thereon, or to use or obstruct the streets or alleys of the Town in any manner so as to interfere unduly with lawful traffic and parking thereon.
