The owner, tenant, occupant, lessee, or otherwise of any vehicle as provided in this chapter shall first be given ten (10) days' notice in writing to remove such dismantled, nonoperating, wrecked, junked, or discarded vehicle from his property. If such owner, tenant, occupant, lessee or otherwise shall allow such a vehicle to remain on the property after the expiration of the ten (10) days' notice, the Police Chief or other officer shall cause the vehicle to be impounded as provided herein and enforce the penalty provision by issuing a citation to the owner, tenant, occupant, lessee, or otherwise.
