For the purpose of this chapter, a partially dismantled, nonoperating, wrecked, junked, or discarded vehicle shall also include, but is not limited to, the following:
A. A vehicle upon which a current license plate is not displayed;
B. A vehicle from which tires or wheels have been removed or deflated; or
C. A vehicle which has obviously been abandoned and left on any street or private property by the owner of the vehicle. (2011 Code § 21-25)
