The operation, maintenance, and management of the county water supply system in the township shall be under the immediate supervision and control of the township. The township may delegate the same to the county as its agent. The county, if so appointed as the agent, acting through its duly designated agency shall collect the connection fee or availability fee payment pursuant hereto.
