Except as otherwise provided herein, this chapter shall govern the purchase or lease by the township of any type of service, public grounds, buildings, offices or equipment, as well as maintenance of equipment, machinery, and other township-owned property. This chapter shall not apply to professional and other similar contractual services that are unique and not subject to competition. This chapter shall also govern the sale or disposition of surplus township property.
