The following monthly rates are designated as those to be charged for sewer service to customers outside the city limits, namely, two times the rates charged for sewer service to customers inside the city limits, and the sewer connection fee and the sewer service line installation fee shall be two times the normal rate charged to customers inside the city limits, and in addition, the city may require voluntary annexation to the city.
