At the time an applicant applies for city sewer service, a service line installation fee shall be assessed. The service line fee is to cover the costs incurred by the city in installing the sewer service line and shall be based on the actual cost of labor and materials. The fees shall be reviewed from time to time and thereafter revised by resolution of the city so that said fees and costs adequately cover the costs actually incurred by the city in installing these service lines.
