The Superintendent of Public Works is empowered, and it is made his or her duty, in all cases where there is a public sanitary sewer within 300 feet, to notify every owner or person in charge of land or premises requiring a sanitary sewer building connection as specified in § 53.002 to comply with the provisions of § 53.002 within 90 days or cease to use or occupy the land. A lessee of land shall be deemed to be in charge.
