§ 51.12 BILL PAYMENT AND CHARGE FOR TURNING ON WATER.
   (A)   When charges for water, labor or materials are unpaid, or for any other reason due to the violation of the rules and regulations adopted it becomes necessary to shut off the supply of water to any premises, then, before the same is again turned on, the City Clerk shall collect from the user or owner all delinquent and accrued charges chargeable against said premises, together with a service charge set by the Mayor and City Council, for turning the water back on.
   (B)   Any water service delinquent for more than two months shall be turned off. Notice of discontinuance will be sent to the property owner.
   (C)   The property owner or an authorized agent of the property owner must be present before the water service is turned back on.
   (D)   One water turn off and turn on during regular working hours will be allowed with no service charge. Any others during that same period will be charged a regular service fee.
   (E)   Water turn off or turn on per day after hours or on weekends will be considered an emergency and billed at an overtime rate set by the City Council.
