Where two or more parties or premises are supplied by the same service pipe, the failure on the part of either party to comply with this chapter shall warrant the Superintendent of Waterworks in withholding a supply of water though said service pipe until a separate pipe with stopcock, meter and key box is put in for each separate consumer.
