Unrestricted access shall be allowed to the Superintendent of Waterworks or to any other authorized person at reasonable times to all places supplied with water from the municipal water plant, to examine the apparatus, the amount of water used and the manner of its use, and to ascertain any violation of the rules and regulations controlling the supply of water and the charges made therefor.
