(A) It is unlawful for any person to install in any building any service pipe for supplying water in such building without providing a stop and waste cock at an easily accessible point within the building which will ensure the best drainage of the entire system.
(B) The stop and waste cock shall be conveniently and readily accessible to any occupant of the building.
(C) For all existing service pipes wherein a stop and waste cock has not been installed, the city may direct the property owner or occupant to make such installation within 30 days from receipt of such notice.
(D) If not made within the time fixed, the person owning or having charge of such building shall be liable for the penalty provided by ordinance.
(E) Each day the installation is not performed after the expiration of said 30 days shall constitute a separate offense.
