Due to the impact that a large-scale development would have on public utilities and services, the developer shall submit the following information along with the preliminary plat:
(A) Identification of all public services that would be provided to the development that will occur as a result of the subdivision (e.g., fire protection, police protection, central water, central sewer, road construction, recreation, maintenance, schools and others);
(B) Estimate the public service costs to provide adequate service to the development;
(C) Estimate the tax revenue that will be generated from the development; and
(D) Public means of financing the services for the development if any public services would not be offset by tax revenue received from the development.
