(A) All places submitted pursuant to the provisions of this chapter, and all subdivisions, improvements and facilities done, constructed or made in accordance with said provisions, shall fully comply with the minimum design standards set forth hereinafter in this chapter.
(B) Provided, however, that any higher standards adopted by any highway district, state highway department or health agency shall prevail over those set forth herein.
