The Mayor and City Council are given full and complete control over all trees growing within the confines of the city limits which are outside the property lines of the respective lots, plots and tracts. They shall have the authority to govern the planting, trimming, spraying, preservation and removal of all trees, other plants and grassy areas in public places to ensure safety and preserve the symmetry and beauty of such public places.
