§ 150.25 FOUNDATIONS.
   All foundations, including walls for any basement, for any building in the fire limits to be built in said limits, or buildings to be repaired or altered or changed, may in the judgment of the Mayor and Council be built of cement, stone blocks, depending on the height of the proposed structure, and such walls shall not be less than 12 inches thick, if to carry two stories or more.
