(A) The purpose of this chapter is as follows:
(1) To establish sanitary standards for the incorporated areas in the city;
(2) To promote and protect the health, safety, comfort and general welfare of the public, including the protection of groundwater and surface water; and
(3) To protect and enhance the value of real property and buildings in the city.
(B) These regulations shall apply to all land and buildings within the incorporated areas of the city, and it shall be unlawful hereafter to keep, collect, haul, transport or dispose of solid waste except as herein provided.
