§ 94.06 INTERMENT.
   (A)   Any person owning a burial space in said cemetery desiring to make any interment therein shall apply to the City Clerk, and, upon payment of the sexton’s fees, the Clerk shall deliver to the sexton or person in charge the number of the block and burial space in which he or she is to be interred; and the Clerk shall also make an entry in a suitable book, to be known as the burial record, of the name of the deceased, the date of his or her death, the block, burial space in which he or she was interred. No interment shall be made except on the certificate of the Clerk above mentioned and as directed herein.
   (B)   It shall be unlawful for any person to be buried in the cemetery unless the casket is placed in an outside enclosure made of concrete, fiberglass, steel or plastic or of such other material approved by the City Council.
