351.19 AUTHORITY TO ESTABLISH REGULATIONS PERTAINING TO PARKING ON MUNICIPAL PROPERTY.
   (a)   The Manager is hereby authorized to establish rules and regulations pertaining to the parking of motor vehicles, including, but not limited to, tractor-trailers, on Municipal property.
   (b)   The Manager may establish a schedule of charges for the parking of such motor vehicles, the charges not to exceed fifty dollars ($50.00) per month per motor vehicle.
   (c)   The rules and regulations and parking charges shall be based upon the needs of Municipal residents to have a place where certain types of motor vehicles may be parked in the Municipality, the safe use of Municipally owned property, the need to secure revenue to pay for the costs of providing such parking, the maintenance of peace and order in residential neighborhoods and the general welfare of the residents of the Municipality.

   (d)   Violation of any rule established by the Manager pursuant to this section shall constitute a minor misdemeanor. Each day shall constitute a separate offense. In addition to any fines, the Manager may provide for the immobilization and/or towing of illegally parked vehicles. (Ord. 944. Passed 11-9-92.)
