305.01 AUTHORITY TO REGULATE LOCAL TRAFFIC.
   (a)   The Chief of Police, with the approval of Council, for the purpose of determining the effectiveness of methods of traffic control different from the provisions of the traffic code or ordinances of the Municipality, shall have power:
      (1)   To designate streets or parts of streets upon which there shall be parking for a limited time or no parking at any time, and to establish rules and regulations in regard to parking on public parking lots.
      (2)   To determine the locations of truck loading and unloading zones and to place and maintain appropriate signs indicating the same, and stating the hours during which the provisions regarding truck zones shall be applicable.
      (3)   To determine the locations of bus loading and unloading zones and to place and maintain appropriate signs indicating such zones.
      (4)   To determine the right and left side of laned streets by fixing and marking or designating the center line of such streets.
      (5)   To determine the number of lanes for streets and the direction of travel in the lanes by appropriate signs and marking indicating such lanes and direction of travel.
      (6)   To designate streets as one-way streets by placing and maintaining appropriate signs indicating such streets as one-way streets and the direction of travel.
      (7)   To determine parking time limits, meter charges, and location or relocation of parking meters on public streets and public parking lots.
      (8)   To prohibit left-hand turns by vehicles at street intersections designated by him.
      (9)   To close temporarily any streets or portions of the same or restrict the use thereof, when required by public safety or convenience.
      (10)   To place and maintain such additional traffic-control devices as he deems necessary to regulate, guide, and warn traffic, consistent with the provisions of all ordinances pertaining to traffic control in the village.
      (11)   To designate and maintain crosswalks at intersections by appropriate devices, marks or lines upon the surface of the roadway, where in his opinion there is particular danger to pedestrians crossing the roadway, and at such other places as he deems necessary.
      (12)   To establish play streets and zones of quiet.
      (13)   To issue parade permits designating routes of march.
   (b)   All such rules and regulations promulgated by the Chief of Police shall be filed in the office of the Manager and a copy retained by the Chief in the Police Department, maintained in a similar book and dated with the effective date thereof.
   (c)   The rules so promulgated pursuant to this section shall be effective upon the erection of signs and such lines or markings as required, sufficient in number and in such locations as to apprise the ordinarily, observant person of the regulations.
