The one and six-tenths percent (1.6%) income tax imposed by this chapter as well as any other income tax described as "continuing" shall continue effective insofar as the levy of taxes is concerned until terminated or otherwise amended by Council, or the statutory authority for said income tax terminated by act of the Ohio State Legislature or by amendment to the Ohio Constitution. Said Chapter shall be deemed to continue in full force and effect regardless of the manner or mode of the termination until any and all actions or proceedings for collecting any tax levied hereunder or enforcing any penalty or other provisions of said Chapter are concerned, and until any and all suits or prosecutions for the collection of said taxes or punishment of violators of this Chapter have been fully terminated.
