131.03 COST RECOVERY CHARGES FOR HAZARDOUS MATERIAL INCIDENTS.
   (a)   Definitions. As used herein, the following definitions shall apply:
      (1)   UNIT.
         A.   Haz-mat: Unit used to transport hazardous material equipment and personnel.
         B.   Engine: Fire vehicle used for the transport of fire equipment, water and personnel with an onboard water pump used for extinguishing fires and the transfer of water.
         C.   Truck, Ladder, Snorkel: Fire vehicle equipped with a truck mounted and controlled or ladder or articulating boom with or without a fire pump. Used for elevating personnel and equipment from ground level or extending out from vehicle.
         D.   Rescue: Fire vehicle used to transport personnel and equipment essential to personnel.
         E.   Tanker: Fire vehicle used for the transport of water with or without a fire pump.
         F.   Support vehicle: Vehicle needed to support operations, pick-ups, communication units, decon unit, boats, law enforcement vehicles, etc.
         G.   Other: Vehicles from outside agencies needed for operations. Dump trucks, front end loaders, etc. These should be charged at actual cost from outside agencies.
      (2)   PERSONNEL.
         A.   Incident Command: This person responsible for the tactical operation of the incident and on-scene command.
         B.   On-Scene Command: Support staff to aid in the operation of incident command.
         C.   Support Staff: Any personnel used on scene or at the command post for support reasons.
         D.   Firefighter: Personnel trained as firefighters from any department.
         E.   Other: Personnel used during operations with special duties, such as, but not limited to, chemist, consultants, doctors, police, County, City, Village or Township employees, etc., charged at actual cost.
         F.   Tools/Equipment: Anything to support operations that is used, damaged, destroyed, or disposed of.
         G.   Station fees: Compensation by lead agency or department during incident.
         H.   Dispatch fees: Compensation by mutual-aid agencies or departments during incidents while dispatching and responding equipment and manpower for the duration of such incident.
   (b)   Fees. The following fees shall apply to the utilization of the apparatus, vehicles, teams, equipment, staff, personnel and miscellaneous items listed herein.

   Any supplies used, destroyed, damaged or disposed of shall be charged at replacement costs. An additional administrative charge shall be assessed of 15% of total billing.
General
   All fees of apparatus, staff vehicles, and mobile equipment to include fuel necessary to operate for duration of incident.
   All hourly rate fees will be charged at even hours. Any fractions or parts thereof will be charged at the next hours time (eg., 1-1/4 hr will be charged as 2 hours actual time).
   All fees on material, apparatus, and manpower subject to change without notice.
