(a) There is hereby established a Volunteer Peace Officers Dependents Fund Board ("VPODF Board"), which shall be composed of five (5) members, as follows: two members shall be elected by the Village Council, and two members shall be elected by the volunteer peace officers of the Police Department. The fifth member shall be an elector of the Village, other than a public employee, member of the legislative authority or peace officer of the police department, elected by the other four VPODF Board members. Each member shall serve for one (1) year, commencing the first day of January. Yearly elections shall be held as provided in Ohio R.C. 143.02(B)(1). Any vacancy occurring in the VPODF Board prior to the yearly election shall be filled at a special election called by the secretary of the VPODF Board. All VPODF Board members shall serve without compensations.
(b) Once the members of the VPODF Board have been determined, the VPODF shall hold its first meeting and organize by electing from its members a chairperson and a secretary. The VPODF Board may adopt rules for the handling and processing of claims and benefits in compliance with Ohio R.C. Chapter 143. The VPODF Board shall meet at such times as needed, upon call of the secretary or chairperson, and all meetings shall be conducted at the Montpelier Police Department at 221 Empire Street, Montpelier, Ohio or such other location(s) as the VPODF shall determine from time to time.
(c) The duties and responsibilities of the VPODF Board shall be to: determine the validity of claims made to receive a benefit from the volunteer peace officers dependents fund, to certify its determination to the director of commerce for payments from the fund, and to take such other actions as may be authorized or required by Chapter 143 of the Ohio Revised Code.
