The following policies are established for the purpose of determining the amount to be charged to Townships for fire protection:
(a) Definitions.
(1) “Department Cost” shall mean all fire department expenses except the purchase price of fire vehicles and fire hydrant costs.
(2) “Five Year Average Cost” shall mean the total of the Department Cost for the most recent five years, divided by five.
(3) “Village Base Share”. This is a fixed percentage (10%) of the Department Cost chargeable to the Village.
(4) “Percentage of Township’s Participation” is the number of charged runs to the Township divided by the total number of runs by the department.
(5) “Shared Expense” is the Five Year Average Cost less the Village Base Share.
(6) “Township Charge” shall mean the Percentage of Township Participation times the Shared Expense.
(7) “Debt Service Amount” shall mean the interest and principal paid by the Village on loans made for the purpose of buying Fire Department vehicles and other equipment in any particular year.
(8) “Five Year Average Debt Service Costs” shall mean the total Debt Service Cost for the most recent five years divided by five.
(9) “Shared Debt Service Expense” shall mean the five year average Debt Service Cost minus the Village Base Share.
(10) The “Township Capital Equipment Charge” shall mean the percentage of Township Participation times the Shared Debt Service Expense.
(b) The amounts to be charged to the Townships annually shall be the sum of the “Township Charge” and the “Township Capital Equipment Charge”.
(c) The following policies for accounting and billing purposes for all fire and emergency calls are hereby established:
(1) Any call where the whole Fire Department responds is considered a billable call.
(2) HazMat related calls will not be charged to the Township when billed by the Village, for accounting purposes the call will be charged to the Village Calls. HazMat calls are calls where any chemical, fuel related or any call where the Ohio EPA must be notified. Fuel related is any spill over 25 gallons.
(3) Fire rekindled call. These calls will not be considered an additional run if call is within 24 hours of the original call.
(4) Any other calls where the First Chief or his designee investigates and where the whole department does not respond will not be considered a billable run, but rather a service call and part of the contract.
(5) Severe weather watch calls are considered a service and not billable.
