(a) Effective Date. Whenever the Village Ordinances and Resolutions are codified in book form, such codification shall be in full force and effect at such time as:
(1) Certification of Law Director. The Law Director certifies to the Mayor, the Clerk of Council and the Council a summary of any new matters to be included in the Codification.
(2) Certification of Mayor and Clerk of Council. The Mayor and the Clerk of Council certify to Council that the book form for Codification correctly sets forth the general and permanent Ordinances and Resolutions of the Village togther with certain new matters to be included in the Codification, which new matters have been summarized and certified to Council by the Law Director.
(3) Ordinance. Council enacts an ordinance approving and adopting the book form Codification.
(b) New Matters.
(1) The ordinance approving and adopting the Codification shall contain a summary prepared by the Law Director of any new matters contained in the Codification.
(2) The certification of the summary by the Law Director shall be conclusive on the issue of the adequacy of the summary and no omission or statement made in the summary shall effect the validity of the Codification nor of any part thereof, including any new matters.
(c) Availability. The Clerk of Council shall keep a copy of the Codified Ordinances and the adopting Ordinances in the Village utility office and in such other public office as the Clerk deems appropriate for examination by the public during normal office hours.
