113.08 QUORUM AND NECESSARY VOTES.

(a) Four Council members shall constitute a quorum. Ordinances, Resolutions shall be passed by a vote of at least four votes.

(b) Action by Council not required by law to be by Ordinance or Resolution may be taken by motion, approved by at least a majority of the members present at the meeting when the action is taken.
