Section 14.04 Transition Provisions.
   For the purpose of providing an equitable transition for the provisions of this Charter, the following provisions shall be observed:
   (A)    The Mayor shall continue to serve the remainder of this term which ends December 31, 1995.
   (B)    To establish the terms of councilmen as four years with three expiring on December 31, 1995 and three expiring on December 31, 1997 (rather then two and four),the term of one of the four councilmen (the "transitional councilman") shall be the councilman who has not completed a full four year term and who has been most recently appointed to fill a vacancy. If none of the four councilmen have been appointed, then the "transitional councilman" shall be determined by lot. The designation of the "transitional councilman" shall be made at the first meeting after the effective date of the Charter.
   (C)   The Clerk-Treasurer shall continue in that capacity until the Clerk-Treasurer's term expires or until the Clerk-Treasurer resigns, whichever occurs first. At that time the Finance Director shall be appointed as provided in this Charter.
   (D)    The Village Administrator, an appointed official, shall continue in that capacity until this person or a successor is appointed Manager by the Mayor and confirmed by two-thirds majority of Council.
