The salaries of members of Council and the Mayor shall be as set by ordinance in effect at time of this Charter taking effect. Council may increase or decrease the salaries of any elected official of the Municipality by ordinance adopted by a vote of not less than two thirds of the members of Council. Any ordinance changing the salary of any elected official shall be adopted at least 100 days prior to the next ensuing election. The compensation of all other officers and employees of the Municipality may be increased or decreased at any time by ordinance.
