The Council may establish a percentage of Utility Department receipts or a percentage of one or more of the individual utility receipts which shall be deposited in the General Fund Account. Such payment shall be in lieu of taxes and may vary in percentage charged to the particular utility. Such charges shall be compensation for police, fire, and other related Village services provided to the utilities.
