The Manager shall be responsible to the Council for the administration of all Municipal affairs placed in Manager's charge by the Charter and Council. The powers and duties of the Manager shall include, but not be limited to, the following:
(A) The Manager shall appoint and, when the Manager deems it necessary for the good of the service, suspend or remove any Municipal employee and appointive administrative officer, except as otherwise provided by this Charter or by personnel rules adopted pursuant to this Charter.
(B) The Manager shall direct and supervise the administration of all departments, offices and agencies except as otherwise provided by this Charter.
(C) The Manager shall attend Council meetings and shall have the right to take part in discussion, but may not vote.
(D) The Manager shall see that all laws, provisions of this Charter and acts of Council, subject to enforcement by this person or by officers subject to this persons direction and supervision, are faithfully executed.
(E) The Manager shall formulate and arrange contracts, franchises and agreements, and sign all contracts, bonds and notes on behalf of the Municipality, provided proper Council approval has been given.
(F) The Manager shall formulate job descriptions as deemed necessary for the Municipal employees.
(G) The Manager shall perform such other duties as are specified in this Charter or may be required by the Council by ordinances.
(H) The Manager shall make such other reports as the Council may require concerning the operations of Municipal departments, offices, and agencies subject to his direction and supervision.
(I) The Manager shall assist in the preparation and submittal of the annual budget, capital programs, and appropriation ordinance to the Council.
